Europol published its annual Serious and Organised Crime Threat Assessment on 18 March 2025, focusing on the evolution of organised crime in the European Union. The report devotes significant attention to generative AI tools, which, according to its authors, are “fundamentally transforming the landscape of organised crime.”

The rise of large language models (LLMs) is enabling criminals to expand their operations, particularly online. “Criminals can now craft messages in multiple languages, target victims with precision on a global scale, create sophisticated malware, and even produce child sexual abuse material,” the report states.

Europol also warns of new offences made possible by generative AI, such as scams and extortion attempts using deepfakes.
