AWS outlines the framework of its future sovereign cloud for the European Union

Launched in late 2025 in Germany, this offering will be physically, technically, and legally disconnected from other regions of the world.

On June 3, 2025, AWS provided details about how its upcoming sovereign cloud offering for the European Union will operate. Announced in October 2023, the “AWS European Sovereign Cloud” will be a separate cloud region, with no operational dependency outside the EU. To implement it, the tech giant will launch an independent legal entity in the German state of Brandenburg by the end of 2025.

This entity will have its own governance, an advisory board made up exclusively of EU citizens — including at least one member with no ties to Amazon — and a dedicated Security Operations Center (SOC). All servers, data, staff, and operations will be located within the EU: the region will operate with physical and logical autonomy from the rest of the world, with no possible external access or critical control.

Among the three leading U.S. hyperscalers, AWS is the only one pursuing a sovereign European cloud alone, without partnering with a French company. Microsoft has teamed up with Orange and Capgemini within the Bleu project, while Google has joined forces with Thales for S3NS — both aiming to obtain the Anssi SecNumCloud certification.
