Backed by €500 million, this program aims to attract researchers and entrepreneurs, especially Americans, to work in the European Union.

French President Emmanuel Macron unveiled the details of the “Choose Europe for Science” plan on May 5, 2025, at the Sorbonne. Funded by the European Union with €500 million, the program seeks to encourage researchers and entrepreneurs—particularly from the United States—to settle in Europe.

This announcement comes amid pressure from the Trump administration on university research in the United States. The plan also addresses the EU’s technological sovereignty, especially regarding the most critical digital applications.

Emmanuel Macron outlined three research and investment priorities for “Choose Europe for Science.” The first is cloud computing. “We made a very serious mistake by not having a true European cloud. We must get back to work on this task,” the president said. The second priority is AI and securing research databases, which are currently targeted by the U.S. administration.

The final goal is to support the transition from academic research to business creation, notably deeptech companies. “We must and can aim high at the European level, with massive funding plans for deeptech and the growth of our startups,” Macron stated.
