Exchanges of child sexual abuse material have been identified on the encrypted messaging platform.

The UK online safety regulator, Ofcom, announced on April 21, 2026, that it has launched two investigations: one into Telegram, and another into Chat Avenue and Teen Chat, two chat services aimed at teenagers.

The Canadian Centre for Child Protection reported having identified the sharing of child sexual abuse material on Telegram. After assessing the situation, Ofcom concluded that opening a formal investigation into the messaging platform was warranted.

The regulator also intends to assess whether Chat Avenue and Teen Chat are taking adequate measures to protect children from grooming and prevent their exposure to harmful content. Child protection agencies have flagged concerns about both platforms to Ofcom. The regulator subsequently questioned them about their anti-grooming measures and said it was not satisfied with the responses received.

“Child sexual exploitation and abuse cause devastating harm to victims, and ensuring that sites and apps tackle this issue is one of our top priorities,” said Suzanne Cater, Ofcom’s Director of Enforcement.
