The order would potentially include cyber surveillance on behalf of Ukraine

On February 28, 2025, The Record reported that U.S. Defense Secretary Pete Hegseth ordered the suspension of all U.S. military cyber operations targeting Russia. This directive, addressed to General Timothy Haugh, head of U.S. Cyber Command, encompasses offensive cyber activities and potentially cyber surveillance conducted on behalf of Ukraine.​

The National Security Agency (NSA) will continue its cyber activities against Russia. However, cybersecurity expert Jake Williams notes, “The NSA also benefits from intelligence gathered by the military. […] This is madness. It’s a clear message to NATO that the United States is abandoning responses in cyberspace.”​
