European organizations advocate for sovereign tech—but rarely use it

On April 7, 2025, the company Yousign published a survey, commissioned from Ipsos, on the adoption of sovereign technological solutions by European organizations. It is based on responses from 4,000 employees in private companies or public entities across France, Germany, Spain, and Italy, including many decision-makers.
While 72% of respondents acknowledge the importance of local technological solutions, and 46% express concern about dependency on “platforms like Google, Microsoft or Amazon,” only 32% consider choosing a European provider “an investment priority.”
Among the main barriers to adopting sovereign solutions, decision-makers notably cite high costs and perceived lower reliability.
