European Union officializes Cyber Solidarity Act

The European Commission presented regulations detailing the terms of this European “cyber shield”, made up of SOCs
On April 18, 2023, the European Commission officialized the launch of the Cyber Solidarity Act. A regulations proposal outlines this European “cyber shield”, which will be operational in early 2024. The text must now be debated in the European Parliament and Council.
When he spoke at FIC 2023, European Commissioner for the Internal Market, Thierry Breton, compared this project to a “Cyber Galileo”. According to him, the Cyber Solidarity Act should allow member States to “better detect, anticipate and counter significant or large-scale cybersecurity incidents.”
In detail, this “cyber shield” will rely on a network of SOCs equipped with cutting-edge technology. It will be in charge of producing “high quality” intel on cyberthreats. Seventeen member States are already taking part in a pilot project around three major SOCs.
The regulations also include a solidarity clause that will allow for swift action in the event of a cyber crisis in a member State. It will set up training phases, mutual assistance protocols, as well as a European “cyber reserve”. The latter will likely rely on trusted private sector service providers selected through a call for bids.
