Russia is suspected of being behind this cyber-espionage operation, which has also affected diplomatic, military, and media circles.

The German federal prosecutor announced, on April 24, 2026, that it had been conducting an investigation since February 2026 for “suspected espionage” following phishing attacks targeting Signal users in the country. According to a spokesperson for the Ministry of the Interior, the campaign, “probably carried out by a state actor,” targets “political officials, the military, diplomacy as well as investigative journalists,” and is ongoing.

“The scale of the recent Signal hack, as it is known at this stage, is extremely concerning. At present, no one can guarantee that the integrity of deputies’ communications is still ensured,” warned Konstantin von Notz, a Green Party member of the Bundestag. These statements follow revelations by the weekly Der Spiegel, on April 22, 2026, about a phishing attack targeting the President of the Bundestag, Julia Klöckner.

The German government has not explicitly accused Russia, but the chairman of the Bundestag’s parliamentary oversight committee, Marc Henrichmann, has explicitly attributed this campaign to Moscow.
