The Washington Post released a new report detailing how NSA interception of ordinary citizens outnumbers the interception of targeted citizens. More specifically, 9 of 10 Internet users found in the cache of intercepted documents were not the intended target. Many of the 9 of 10 became targets when they have engaged in ‘risky behavior’ such as sending emails in foreign languages or to foreigners, or using a non-US proxy to live stream events such as the World Cup.
